There have been changes to the SATA power cable specification and some geniuses decided that they should take a regular VCC connector and ground it to put the drive into sleep mode . This disables this pin and allows the drive to remain active. Many people say this only affects corporate drives, but I haven't found this to be the case. Changing the power supply can also cause this behavior, so it's a big mess.
