We've been fighting blackberries and holly in our rose gardens for decades. I've been using them for a few years to dose herbicides against individual pests and they work great! I think this could be her last hurrah. I cut the end of a vine or branch at an angle, fill 1/2 tube with herbicide (straight up!) and stick the cut end into the tube. It can take up to a day for the plant to drink it, but they always do. After a week they will turn brown and dead or on the way. Once the herbicide is fully absorbed, I remove the tube and cut off the treated end. I will either throw away the tube or reuse it for another plant. I like this method because it gives me a lot of control over where the herbicide goes. I used to use 4 1/2" tubes but the shorter ones are much easier to use and the lower dose they deliver is just as effective making them more economical. If you try this, mark the whistles or throw them away so you don't accidentally use them to trade your amulets.
