Not rubbery. Bad for onewheels.
Both of the cones in the pictures were run over with a oneWheel once. They leave permanent creases in the cone and do not pop back into shape automatically. The first one even got stuck in my oneWheel's tire. For my own safety I won't be using these again, and will be looking for a more rubberized, less plastic cone.
