Yes it is exactly what is described, three packs of three rims. Others have said they break, but I always "warm" them up before use. That means: stretch them in your hands before you put them on. Helps loosen the plastic I think. They are perfect for my short but growing hair. I love her. I'm so glad I have a lot of multipacks.
