Phones are blocked. Bought 2 - one for me and one as a gift. One was tied to Verizon and the other to AT&T. We could use the phone on the original network, but we couldn't switch networks. (So still a good deal if you accidentally connected to the right network and plan on sticking with it indefinitely.) I tried to unlock a phone that was tied to AT&T and they said they could can't find any records about the locked phone. to AT&T, but we used it at AT&T, so it was obvious. This product was the wrong size (note + actually).
