Please do not buy this heater

When I first received the heater, the packaging looked like it had been opened. So I knew straight away that it was a product that had been previously returned. When I turned on the heater, it didn't stay plugged in. The whole design of the heater is wrong because it's heavy at the top. When plugged in, it slowly tips over and falls out of the socket. how safe is it
