Flow rate <1 L/min on the flow meter

This item is said to be able to flow 6 L/min. I couldn't get more than about 1L/min from this. I looked into the intake duct and there is a flow restrictor installed there. I measured its diameter at about 1.3mm. A 1.3mm orifice, even with a 200psi pressure drop, will only allow 2L/min through, which is much more than this device is designed for.
