This is the best cone I have ever used on a pet after surgery. These are 3 foam rubber rings that are separately covered with fabric. This allows the cone to be tilted towards the head or backwards when the animal is eating or drinking. As you can see, it's so soft that it actually doubles as a pillow when you're relaxing. It has a drawstring around the neck but I replaced it with an elastic band after our other pup chewed on the mechanism that controls the drawstring. It seems that a Border Terrier puppy doesn't need an XL size but we bought this one and it turned out to be just the right size in the end. It definitely stopped him from licking or biting any part of his body, but it almost touched the ground. Not sure what size dog would carry a tiny Chihuahua - maybe a teacup Chihuahua? I read reviews about the size that helped me make the right decision. That's a great cone!
