I connected a voltmeter to it and it shows constant stable voltage. To the right of the screw terminals is a potentiometer that allows you to adjust the voltage from 12.7 to 15.5 volts in 0.1 increments, but by turning the potentiometer slightly. I didn't measure amps. However, with a load of six amps left on for a couple of hours, it doesn't get very hot.
