Last rating too little

Bought size 2T. My daughter wears 18 months - 2t. It didn't fit. I think it's about size 12-18 months. Very cute so I'm upset it doesn't work on my daughter.

I bought this for my daughter's Thanksgiving dinner at Charlie Brown School and she looked amazing. love it
