The ties on the top lace through the loop at the top of the skirt - this actually way better than it being one piece because it makes sizing more customizable! If you are in between sizes of this dress, you should be totally okay to size down. If you want a longer look or have a bigger chest, you can size up but still pull the ties around the top as tight as you want.
