A step above a simple fan.

Cold water (possibly with a mini ice tray) comes out of the nano-nozzles in front of the fan and feels cool. Just like this one. It also has an oscillation mode. Alexander Graham Bell ran fans over blocks of ice to cool his house in the 19th century. In the early 20th century, Willis Carrier compressed gas in copper tubes to cool it and ran a fan through it, creating modern air conditioning. The last two ideas cannot be carried around easily, but this solution is possible. Enjoy!
