The inner part to which the cue halves are attached is made of hard plastic. My cue slides all the way so it slides up and down in the slots when the case is closed and you move it. I put a couple of styrofoam nuts in the holes until the cue halves stick out of the hole and stay in place when closed. My old cue case had foam slots that held the cue halves and fitted together perfectly to prevent slippage. My old case was over twenty years old so I can't find a similar one anymore.
