My 10 month old baby is small for her age, she still wears her 9 month size. I bit the bullet and bought size 12-18 months. It fits your hands perfectly. It's not out of her hands. I would say it would definitely fit a 12 month old who has a bigger tummy than my baby. But I wouldn't trust it to fit an 18 month old girl. The hat covers her neck because she is beautiful, the problem is the peak of the hat covers her face and there isn't much stiff support to support her. Therefore, all you have to do is turn the bill upside down for it to stay.
