Works on some devices, not others

I bought this product to speed up the transfer of files, mainly photos and videos. It originally installed with built-in drivers in Win 7 Pro 64-bit but didn't work with a number of my external hard drives. I've had errors ranging from "You need to format the drive" to the external drive never being recognized. I tried updating the drivers by downloading the package from startech. This is where the problems started, the drivers were not installed (at least as described in the technical support). I give their tech support an A for availability and a B for helpfulness. Following their instructions, the drivers were not updated. I ended up going into "just try it and see what happens" mode. I managed to update the drivers. Basically I ran the provided software which installs the drivers on Windows but didn't actually update the driver for the device. I then went through the Windows driver update process, except I didn't follow their instructions to click "have disk" but chose from a list (the software updates the list of available drivers), also the first thing I did What I did was updated the controller (again, I wasn't told to do this) and then updated the hub. There are two drivers for this device to work. Finally performance. After properly installing all the updates, I noticed this. The device works great with non-powered devices like card readers, the device also works great with external drives that are powered from a wall outlet. It will not reach USB 3.0 with USB powered drives (YES EVEN WITH THE SUPPLIED POWER CORD). In these cases I only get USB 2.0 speeds. It works, but not as fast as we would like. This raises another issue: in order for the device to function properly, I had to adjust the power management features. I am using this on a laptop which can cause some power issues. So it works on some devices, not on others (at least on USB 3.0). I'll try other combo settings to see if I can get my USB drives to run at USB 3.0 speeds. I will update the rating if necessary. It's fast when it works.
