Contains Fluorine. The package says it's the only active ingredient. I bought it because it was supposed to be fluoride free, but the packaging says it contains fluoride to help prevent tooth decay and that's the only active ingredient in it. It lists many other ingredients, such as pumice stone, but the consistency is very similar to putty. It is very dry and very difficult to get out of a small container. When I polished my teeth with it (before realizing it contained fluoride I noticed my teeth became noticeably more yellow, not whiter) I am very disappointed with that. I'm allergic to fluoride and bought this because it said it didn't contain fluoride!
