Youngstown High Torque Replacement Watch

This was an exact replacement for our watch but it just doesn't work. He doesn't seem strong enough to move his arms so we removed the existing arms and used the ones that came with it, but they still don't work. Don't know where to go from here? I'm looking for a more powerful model.
