Metal bracket, plastic ring. You will need a precision pan head for installation. I would also recommend your own screws and drywall inserts. I personally wouldn't hang anything heavier than a towel. Didn't expect there to be a plastic part but it makes sense when everything else is double the price. It is no problem for me; I doubt anyone will notice and I bought it for towels. I also had my own gear. The things they give you are too heavy for what this thing can hold and they are light. Use smaller things. I also only used 1 screw and not 2 as there was a center hole in addition to the 2 you want to use. I don't expect it to spin, and in fact it should be a lot. Not everyone has a precision screwdriver. it was unexpected. There is a small screw on the bottom to hold the mount. Just a note. It looks good, well made and the plastic looks like bronze. The plastic seems pretty solid (it didn't bend when I played around with it). Also, the joints that connect the plastic to the metal appear to be deep enough that they don't protrude during normal use of the hand dryer. I was scared when I first opened it but I think I can get away with it. if not, hell, it's $6.
