I have a Pi 3b+ with OctoPi for my 3D printer. The room it's in doesn't have much AC, so it's often 70's to mid-80's. When I start printing and streaming the webcam video I'm using to monitor at 720p at 20 fps, I occasionally exceed the CPU temp, causing throttling. I'm sure it's better with a radiator than without. and in a room with better airflow or air conditioning, you could probably get by with just radiators, even under moderately heavy use. In my case I also grabbed a 30mm fan just to keep everything running as cool as possible. I hope this helps someone decide whether or not to buy a fan in addition to these heatsinks.
