My toddler is almost 5 so I bought a size for 5 years. He is of average height and wears 4T and 5T clothing. When he tried them on, he looked like Kevin from Home Alone 2 as he swam in the hotel pool. They were HUGE. We decided to keep them because over time, hell grows in their house. My husband ordered a size down (size based on his current age) and they are also too big. Not as big as the first pair but too big for him without fear of falling off. We decided to keep this pair as well as it will fit over time too. Of course, I can't judge whether they dry quickly, but they are well made (which is why we kept both pairs).
