I want to refill the ink but great how do I get this 1

this ink is not rich it is a bit dry. I don't know if this is a seller or manufacturer issue. These are old, I'm not sure. I tried to draw a line with pads, it's all stained with lots of white. I tried to form a square on the paper when I pressed it against the paper but it was blotchy with lots of white. I want to refill ink but great how do I get this set 1, 2, 3? OMG $$$$$$ funny.
