Contains water balls in the same colors as the nozzle and straws. They are easy to fill when connected to a low pressure garden hose. Very few, like one to three of the whole bunch, will leak, but none of them will burst during stuffing. When fully filled, they slide off the nozzle. The few that don't slip off their straws, all they have to do is shake the hose a little and they'll slide off to join the other beach balls. I had no issues with balloons not breaking when thrown and only overflowing 1 or 2 so they were a bit more brittle than the others. There are no instructions included, but it's pretty easy to figure out. We use a small plastic tub with some water when filling to avoid breakage and maximize the number of balloons when filling. They're fun to throw, especially from our backyard zip line.
