0-12 is NOT a size.
We needed a sun hat for our newborn but at 1-2 months it was WAY big. I've tried tugging it in a bit with a needle and thread but it still doesn't work very well. I would say it is designed for 6-12 months. There is no one size fits all with such a large selection. It's cute and will suit us better by summer.
