It's hard to find a martingale collar for a small dog but I prefer it. When they pull, it closes a little without choking the dog. It's also important that while the collar is loose around the neck, it tightens when it gets scared and tries to pull away. So I was happy to find this collar. I measured very carefully and several times. It was 11 inches each time. Collar says 11 to 13 inches. Not so. Not only would it not protect the dog if it backed away, it was so large that the dog caught its front leg in it. Good collar but not for a dog with an 11 inch neck.
