Padding did not fit into the suit

I am a size 3 in jeans, 25 waist and 37 hips. The medium was not slimming and pretty large on me. On top of that the padding (that did not come in the suit) did not fit into the suit. Does not seem like they were made for this suit or maybe were made for a larger size then mismatched with this one?
