My Lhasa mix weighs 23 lbs. This car seat is big enough for her to curl up and sleep or sit in. She prefers to lie on it. Clip to holder sucks. I only have a small carabiner on and it works much better. At the same time, it works exactly as it should, keeping it in one place in the car.
