Bought a small size for my 4.5 year old kid (who usually wears size 5T). Leggings from Old Navy and Primary are too tight, but she says they don't feel tight at the ankle or waist. She weighs about 40 pounds and is a bit tall for her age. This is a good price, but they tend to build up on the inner thigh fairly quickly. I would say you get what you expect for the money but they are great for my child to wear under school uniform dresses and play with. I wasn't expecting super high quality given the price, but they meet our needs and were more generous than many leggings.
