Lanyard on toddler and toddler toy

My grandson loves this toy but the cord is too short so it's worth pulling the ring about 4 seconds before stopping. opportunity to save time. It is very durable and although there are holes in the bottom for water to drain, it takes about 3 days for all the water to come out of the toy. Since I don't use it every day, I'm concerned about the water left in there. On the fourth day, I shake the toy and water drops are still coming out. They need a better design to ensure the inside of the toy is fully deflated.
