I had both clasps when I opened the box, they were on the bottom with broken tabs holding them. Since I had no intention of ever folding this thing anyway, I just left it alone. I use mine to transport 5 1 gallon water bottles from car to water car and back to my house. I put the 5 full gallons I had in the box, opened the handle (not very hard) and rolled it up and down the porch a few times. It's pretty thin on its own, but the full bottles on each inside edge keep them from curling up. Bottom line, it can do what I need it for, but it's very questionable for how long.
