Not as advertised for tire covers

The product description and picture says it has a drawstring to tighten the boot but that is not the case. The size said to fit my hoop didn't fit either and the cheap plastic fastener they used in place of the tip wouldn't hold at all even if I could get the two ends together to connect them. Overall very disappointed
