Testing this charger against 3 others I have for Chromebooks, Tablets, Phones and a USB Tester (CT-3) I never went above 23W until the backlight appears on the LCD. The display went dark, the voltage dropped to zero and switched off/on every second (dark/bright LCD). In addition, the remaining 4 ports (which had nothing connected to them) quickly started showing values and then went out in the same 1 second cycle with the LCD dimming and loading reset). To be honest, it was the same with 4 different test cables, including 2 specially 'made' for PD 3.0 100W and 1 Thunderbolt 3 certified cable, as well as the same USB-C devices that match their chargers. Only ports 1 and 6 (USB-A port 1 and USB-C only) support Qualcomm Quick Charge 2.0 or 3.0, the others fail the QC test. Even my Acer Chromebook charger does QC 4.0 and actually handles a 45W load without flinching at a steady 9V 5A.
