Exactly what I was looking for!
My 2.5 year old daughter is 33# and 36 inches tall. She wears a 4T top and 3T bottoms. With that in mind, I bought a size 2-4. My daughter isn't on the potty yet so she wears pull-ups diapers. They cover her completely so her diaper doesn't show out. They are a little baggy in the crotch area, but don't interfere with movement. And she still has room to grow. The fabric is dense and durable, I think it will come in handy for us!
