I'm confused by the instructions and the wrong screw size

I'm trying to buy license plate screws for my 2017 Chevy Bolt. Since I bought the car used, I don't know if the picture is from the manufacturer of a single screw. But that's the screw I removed and it fits. Two more photos were sent to me in that order. Your screws were too small. So I wrote an email asking me to use different screw sizes. Waiting for an answer. Now that I have the new screws I need to install them. The directions confuse me. I laid out and marked the parts: A and B - screws (do not fit); C and E are washers, D are nuts, F and G are end caps. I don't have access to the back of the screw so I can only screw it in from the top. So what is the order in which the washers are fitted onto the bolt from top to bottom? Obviously I can't use the nut as it's screwed in from the back and I can't access it. Does this look like it will work? Also, I'm posting a table of screw sizes that I found online. Why doesn't this Chinese company respond to the original Revain based on the make/model of the car? They should have drop down menus so you can select make and model. It would just eliminate a lot of expense and inconvenience. By the way, they said in their email that it would take 15 days for me to receive my "replacement screw sizes" since they are shipped from China. Long wait.
