Why is there a lightbulb?

I'm ordering two of these and I don't really understand what the glass part is for? I thought it would hold water which would drain when the water level went down... but it just overflows until the jug is empty so it's just a decorative jug after all I guess? I'm a little mad at myself for spending money on two of them in advance.

Pros

Application: When the glass bottle is filled with water and poured into the spout, slowly insert it at an angle, not straight! It is not recommended to fill the glass bottle with water for the first time!
