Wrong size but still fits

I bought a size 1 and it came in the mail a size 1 1/2. I double checked to make sure I ordered 1 and I did. It still fits my son like a size 1. I've also attached a photo of his old Nike Air Max size 1 next to it. So I think these sizes are different. Still holding her
