I can't speak for the kids part but it's definitely dog proof! I bought a waste/recycle combo bin a while ago and the top latch broke. I was about to throw it away when my friend suggested I buy a child safety lock. Intelligence. blown up. I found this one and tried it. A+++ It is very easy to assemble (almost glued) and holds up very well. Months have passed and my Trash Queen dog is still not getting through. Definitely recommend.
