Yes, this 18 inch bungee measures 18 inches from hook end to hook end. But the hooks plus the plastic bases are about 8 inches apart, so when slack the shock cord is about 10 inches between them, making them "appear" shorter than other 18-inch bungee cords as a result. And functionally, they are shorter due to the reduced length of the eyelet cord. For my use it would be better to get them 24 inches long so just a word to the wise. Haven't used them yet, just received. So not sure yet if I will and will trust plastic hooks. I bought these to attach things to a bike rack without scratching the bike over time and I think they will work great for that. They also need to be adjustable (length) and they are, but... I don't know how much I would trust that either. At first glance it seemed to me that I would not be sure if such a bungee could slip and/or then have difficulty returning to full length. Some uses will clear this up, except I doubt I'll use an adjustable length. Autobahn --- but I still wouldn't use bungee for something like that. Aside from the length, they certainly seem to be good.
