Elastic and thick in my opinion.
I am very happy with it for my 3 year old daughter. Leg loop helps when putting on rain pants. The material is very elastic but good thickness. She seems very comfortable in it.

- These leggings are perfect for a variety of activities including casual wear, outdoor activities and winter sports.
Cons
- The fabric can pill or wear out quickly, resulting in a worn appearance.
