Odd Product Number

I bought these to send to my students as a reward for learning online. An odd number of sticks, bags and bookmarks. So now I can only send about 25 (number of sticks). What leaves me with 25 extra bags? And 45 extra bookmarks? Why send so few sticks and bags for the number of bookmarks? Shouldn't they have an even number for each person? Why advertise as student awards and party favors if you can't provide all the materials needed? Half of the materials are now wasted and cannot be used for their intended purpose. Don't waste money!
