Doesn't cool, only half back

The "cooling" part is just a fan. This is a good fan and I enjoyed wearing it. It seemed to improve air quality. When I decided to return it I was expecting a full refund but I was only refunded $160 of the $320 I spent. Contacted seller, no response.

Pros
