Size XL is smaller than advertised.

Unfortunately, the hat that I received is smaller than advertised; too small for me. The advertisement says 'X-Large Size for 24.0"-24.4",61-62CM', but the hat that I received had an internal circumference of 23.5". I've kept it, and I'm trying to stretch it, but I haven't been successful yet; it's a strongly-made hat that's hard to stretch.
