Fall apart after wearing twice

I measured my grandson's foot. Looked at the size chart and bought the size according to the foot length. The shoes were almost an inch too big even with socks. He insisted on wearing them because he loves sharks. My grandson is 4 years old. Children tend to get dirty while playing. After the rain he got those shoes soaked. When I took off my shoes and rinsed them under water in the sink to wash away the dirt, I noticed that the yellow elastic had already come loose and stretched completely. How can the elastic stretch if the shoes are too big? If they were $5 shoes it wouldn't matter much. But these are no five dollar shoes. I've bought two other pairs in addition to the sharks and they haven't fallen apart yet. But they weren't wet either. So I'm wondering if getting them wet ruined the gum? Why make shoes for toddlers that can't get wet?
