High moisture suitable for 3D printing consumables

This transparent PETG BuMat filament comes in a sealed plastic bag in the box. When I opened it up and tried to print with it, it looked like fried bacon and the surface of the print was covered in tiny bumps. This indicates that it absorbed quite a bit of moisture before being sealed in a plastic bag. I have been 3D printing for many years and have never come across such a bad filament. It's totally useless.
