OK but too bright

We bought this set for the ability to change the brightness but even on the lowest settings they are very bright. I don't think it's just 25% brightness. The instructions could be a bit clearer, but overall not bad. Wave and slow flash modes are too fast, it will drive everyone crazy to see it. All in all, this is as good as we could get.
