The bells are ringing, but . They are cheap and very thin with sharp edges. This bell makes a nice decoration, but you won't want to use it for heavy-duty crafts that might require an actual ringing of the bell. I figured I could crush them between two fingers, but the sharpness of the edges stopped me from trying to do just that. If you're looking for a purely visual effect that could make a sound, then these are the bells and whistles for you. If you are looking for functional wind chimes for an art project then this is not for you. They are essentially dime bells. On closer inspection, ugly, cheaply made and tasteless. I throw mine away.
