The upper of the shoe is made of soft fabric and the sole is flexible. It is comfortable to sit on and is perfect for school water play. My toddler wears it to school. She is 20 months old and has small feet for her age. It fits perfectly in size 4-5. The pattern is also very pretty - overall a good buy.
