Probably a third of them had HUGE holes. Many balloons were also damaged and the opening of the balloon would not open, the sides were glued so tightly that they were completely unusable. I was so excited about that. But 2 of the 8 confetti balloons that we were able to add air to were full of holes. These holes appeared to be in very similar locations, so it was unlikely there was a manufacturing issue or anything. It's beautiful but very disappointing. Both this bag and the other one I bought were a waste of money because of the holes in the balloons.
