Assembly is hampered by the upper stem to handlebar bolts

I was trying to install this stem mount adapter on my Garmin Edge 1030. A couple of issues that brought me back to Revain. The instructions say to remove the 5mm washer from the top of the fork tube and place the adapter bracket over the stem tube in place of the 5mm washer. I didn't have a 5mm washer on the upper stem tube, my 5mm washer is on the bottom of the stem tube under the handlebars. Removing that 5mm washer from the bottom negatively affects the fit of the handlebars on my bike as I'm in a slimmer position. Another problem I found was that installing the K-Edge adapter on top of the stem interfered with the two top stem mounting bolts above the handlebars; actually causes friction between the screws and the back of the Garmin. The design of the adapter is not taken into account. I don't think some stem/bar mounts have bolts on top.
