Ordered as a used item from Amazon stock and was pleasantly surprised that it arrived with all the parts! I had almost the same shoe rack from Whitmore - the only difference is the Amazon version has an X-Bar on the back. I don't think the bar really adds much to the stability of the structure and can actually make it difficult to put on larger shoes like men's shoes. The crossbar can be easily removed. I also don't like lockable wheels for rolling on carpet. The locking lugs are long enough to dig into the stack and provide enough resistance to allow the wheels to lock. I have to lift the locked wheels end to move it. When assembling, I recommend FIRST to connect the four high side parts together. I had an issue with one of the holes that I didn't find until I put the whole bottom and top together and then tried to connect them together. I then had to take one side apart and use a pry bar to widen the hole a bit until the two pieces came together. And then reassemble. A little trouble. This is a good shoe for anything but high wedges. I love that I can remove some of the shoe rails if I want to make room for more boots. And it has enough space for a couple's or family's shoes.
