The large size is best for a 9 lb dog 17 inches in back
As you can see our dog is quite small. She weighs 9 pounds and her back is 17 inches long, so the big one works best. I ordered Wednesday for the first time and she looked like a little shirt and half of her body was exposed. The large one is a little loose around her girth and neck but covers her entire back.
